The potential of the Austrian market is essentially exhausted and reaching its growth limits for Austrian Lotteries. Therefore, in order to become more economically sustainable, the company offers its expertise and services in other markets.

With that in mind, the cornerstone for entering the market of the southern Russian republic of Bashkortostan was laid in November 2008 when the Russisch Österreichische Lotterien Holding Gesellschaft m.b.H. was formed. Austrian Lotteries, VPB Beteiligungs Gesellschaft m.b.H., and KEBA AG are the shareholders of this company. Its line of business is the investment in gaming and betting companies in the Russian Federation. The company owns 100 per cent of OOO Ural Loto, which has its registered office in the Autonomous South Russian Republic of Bashkortostan and which is responsible for the gaming operations in Bashkortostan.

The operating company Ural Loto launched the scratch-off ticket “Happy Hearts” in December 2008; the draw-based lottery game Lotto “6 out of 40” started on 14 September 2009. In November 2010, the launch of Joker expanded the existing gaming portfolio and the Lotto prize pyramid has been optimised.
